This position is located in the Program Support, Human Resources Bureau in Santa Fe, New Mexico.

Why does the job exist?
The purpose of the position is to help oversee HR functions of the OSE/ISC including supervision of HR staff. It will provide advanced HR guidance and assistance to the employees and managers in the agency to ensure compliance with federal and state law, policy and procedures, and rules and regulations. This position works closely with the HR Director to problem-solve complex personnel issues and supervises the daily activities of Human Resources Bureau. It also ensures implementation of the Agency's mission, vision, and core values to support the agency's workplace culture.

This position will be responsible for:

Partnering with the HR Director to plan, lead, manage, develop, and make decisions related to day-to-day operations and activities in the Human Resources Bureau in support of OSE/ISC staff regarding HR functions for the Agency including but not limited to the following functions:

Supervise two (2) HR Generalist III positions, which entails mentoring, guiding and providing direction to staff on complex HR issues. It will train, and performance evaluations to subordinate staff to ensure all tasks are completed within deadlines and ensure compliance with set directives to include carrying out disciplinary actions, if necessary.

Provide comprehensive guidance and support to staff and management regarding compensation, classification actions and personnel programs while ensuring compliance with rules state and federal laws, and agency policies.

Manage and provide extensive assistance with administration of the SHARE recruitment process from recruitment, hiring through onboarding. This includes screening employment applications, ensuring applicants meet or exceed minimum qualifications, rank candidates according to qualifications; assist hiring managers with compensation actions, prepare offer letters, close lists, and conduct employee orientation. Incumbent will also assist the HR Director in finding creative ways to recruit top talent.

Overseeing Leave Management. Process Family Medical Leave (FMLA), Annual/Sick Leave Donations, Disability, Paid Parental Leave, Leave Without Pay requests, Workers' Compensation, Americans with Disability Act (ADA), etc. Assist staff with appropriate leave options available in assurance with federal laws, SPB rules and OSE/ISC policies and procedures.

Work collaboratively with the HR Director to problem-solve complex personnel issues and process disciplines in accordance with OSE/ISC and State Personnel Board rules and regulations with a positive approach. This also includes working with managers on employee matters related to disputes, grievances, performance development plans, recommend effective resolutions and discipline up to termination. It also provides and assists as needed with investigations and internal training.

Provide guidance, support, and oversight/management to OSE/ISC staff regarding organizational development, participate in strategic planning, overall department structure, and other critical department-wide decisions.

Minimum Qualification
Bachelor's Degree in any related field and seven (7) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting where there is extensive personal computer and phone usage with extended periods of sitting. Lots of interaction with agency staff in person, on the telephone and through e-mail. Work is stressful at times to meet deadlines. Effectively communicate with others to provide guidance on a daily basis. Must be able to move and lift 25 lbs. and some sitting, standing, bending and reaching may be required. Some occasional travel to district offices may be required and may also include overnight stay.
