Job Summary
The Revenue Manager is responsible for the strategic oversight and daily management of a unit, program area, or operational function within the DFA Revenue Division. This classification ensures compliance with Arkansas tax laws, child support laws, manages personnel and resources, and drives efficiency and service delivery across assigned areas such as tax administration, collections, licensing, motor vehicle operations, or child support services.
Primary Responsibilities
- Direct the daily operations of a revenue unit or program area, ensuring consistent compliance with state laws and departmental policies.
- Develop, implement, and monitor internal processes to improve operational efficiency, data accuracy, and customer service.
- Supervise, mentor, and evaluate staff, including Revenue Supervisors, Coordinators, and Specialists.
- Oversee the collection, reconciliation, and reporting of revenues and fees processed through the unit.
- Analyze complex financial data and program performance metrics to support decision-making and resource allocation.
- Resolve high-level taxpayer and customer issues, audit findings, or procedural discrepancies involving multiple stakeholders.
- Participate in the development of new policies, legislation, or administrative rules related to taxation, revenue collection, or child support services.
- Ensure that all operations uphold confidentiality, transparency, and ethical handling of public funds and records.
Knowledge and Skills
- Provides clear vision, direction, and structure to teams; fosters accountability and continuous improvement.
- Demonstrates deep understanding of state revenue systems, tax law, accounting principles, and public finance operations.
- Resolves complex tax, compliance, or personnel issues with data-informed judgment and policy alignment.
- Communicates clearly and respectfully with staff, taxpayers, and partner agencies; adapts messaging for technical and non-technical audiences.
- Uses reports, audits, and trend analyses to monitor unit performance and identify operational improvements.
Minimum Qualifications
An associate or bachelor’s degree in accounting, finance, business administration, public administration, economics, or social work plus four years’ experience in customer service, bookkeeping, tax preparation, cash handling, data entry, or administrative support including two years in a supervisory or leadership capacity. OR A high school diploma plus five (5) years of experience in customer service, bookkeeping, tax preparation, cash handling, data entry, or administrative support including two years in a supervisory or leadership capacity.
