GENERAL DESCRIPTION:
This is a full-time Accounting Analyst position providing fiscal support to the HealthCare Financing Division (HCF/Medicaid) with the Wyoming Department of Health. The position reviews and approves payments to ensure compliance with state and federal policies. The position supports the Senior Accounting Analyst with administrative payments, tracking, and reporting, including payroll accounting for the division. The position will also provide backup across the HCF/Medicaid fiscal team, including accounts payable, accounts receivable, vendor management, and support for federal reporting.

ESSENTIAL FUNCTIONS:
The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Approves fiscal and payroll transactions with agency director approval.
- Enforce state fiscal policies and procedures and ensure that program staff are submitting payments that are not only coded correctly but also include all required supporting documentation.
- Support all payroll accounting and travel reimbursement for the HealthCare Financing division, including budget coding, reporting, review, and approval of pay approval forms and travel reimbursement forms.
- Monitor, process, and manage all weekly Supplemental Security Income (SSI) transactions.
- Provide backup across the HealthCare Financing fiscal team, including accounts payable, accounts receivable, vendor management, and support for federal reporting.
- Analyze financial reports prepared for federal agencies prior to submission.
- Prepares, analyzes, and interprets fiscal information and carries out special studies.
PREFERENCES:
Preference may be given to candidates with working knowledge of the Wyoming Online Financial System (WOLFS).
Preference may be given to candidates with a Bachelor's degree in Accounting, Finance, or a related field.
KNOWLEDGE:
- Must be familiar with Governmental Accounting, GAAP, GASB, and the governmental budget process.
- Knowledge and skills in fund accounting, including auditing practices, knowledge of State and Federal laws, rules, regulations, and statutes, and knowledge of grant management.
- Strong computer skills in Microsoft Excel and Access, including the ability to create pivot tables.
- Skill in financial review and development of periodic reports.
- Excellent oral, written, and interpersonal communication skills with the ability to develop and maintain interpersonal relationships with program managers and peers.
- Ability to learn new skills and adapt to changing circumstances.
- Knowledge of the state accounting (WOLFS) system.
- Ability to gather data and review analytically to answer questions and resolve problems; ability to handle several projects or tasks at once and meet deadlines; attention to detail; ability to organize and follow a task through to completion with little supervision.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
