Position Description:
Network Runners, Inc. is seeking a Technical Training Specialist. The CG Business Intelligence (BI) Systems Technical Training Specialist provides functional and technical support for the Coast Guard Business Intelligence Systems Support and Outreach Program. Working under the direction of the Project Lead, the Training Specialist delivers classroom, virtual, and on-site instruction while providing technical assistance to Coast Guard personnel using enterprise Business Intelligence systems and data visualization tools.
The Specialist develops and updates instructional materials, lesson plans, user guides, job aids, and other training resources in accordance with the Coast Guard Instructional Systems Design (ISD) methodology. Responsibilities include conducting user support sessions, facilitating targeted virtual training, assisting with communications outreach, supporting SharePoint content management, and helping improve user adoption of Coast Guard Business Intelligence capabilities.
The position requires strong presentation, communication, analytical, and customer service skills, along with the ability to support multiple training initiatives and travel nationwide to deliver technical instruction and user support. The Specialist works independently while collaborating with Government stakeholders and contractor team members to ensure timely delivery of high-quality training, outreach, and technical support services in compliance with Coast Guard and DHS requirements.
Duties & Responsibilities:
- Deliver classroom, virtual, and on-site training on Coast Guard Business Intelligence systems, reporting tools, and data visualization solutions.
- Provide technical assistance, functional guidance, and user support for Coast Guard personnel utilizing BI systems.
- Conduct specialized workshops, targeted virtual support sessions (TVSS), and customized training based on organizational requirements.
- Assist users in troubleshooting BI system functionality, navigation, reporting, dashboards, and data analysis.
- Develop, update, and maintain instructional materials, lesson plans, user guides, quick reference guides, and job aids.
- Create data visualization support materials that improve users' ability to analyze, interpret, and communicate data effectively.
- Assist with development of standardized Instructor Lesson Plans (ILPs) supporting train-the-trainer initiatives.
- Review existing support documentation and recommend improvements to training effectiveness and user experience.
- Support SharePoint content updates, communications outreach initiatives, and shared mailbox management.
- Participate in customer meetings, planning sessions, and outreach events while documenting action items and follow-up activities.
- Collaborate with the Project Lead to schedule training events, coordinate logistics, and support nationwide outreach activities.
- Assist in maintaining instructional content aligned with Coast Guard Instructional Systems Design (ISD) standards.
- Provide recommendations for improving BI tools, user support processes, training delivery, and customer engagement.
- Prepare reports, meeting summaries, and documentation supporting contract deliverables.
- Maintain proficiency in Microsoft Office, Microsoft Teams, IBM Cognos, Qlik, and other Coast Guard BI technologies.
- Ensure compliance with Section 508 accessibility requirements when developing electronic training materials and documentation.
- Protect Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and other sensitive Government information in accordance with DHS and Coast Guard policies.
- Travel to Coast Guard locations nationwide to conduct user support sessions, workshops, and classroom instruction.
Minimum Qualifications/Requirements
The CG Business Intelligence Systems Technical Training Specialist shall have a minimum of three (3) years of professional experience and a bachelor’s degree. The CG Business Intelligence Systems Technical Training Specialist performs all functional duties independently. Experience should include training, public speaking, or teaching. Required skills include, but are not limited to, strong public speaking skills; problem solving and analytical skills; flexibility with a dynamic and demanding travel schedule; ability to communicate effectively with all levels of the military and civilian personnel; Microsoft Office tools; and the ability to manage multiple projects.
Work Location:
The primary place of performance is the U.S. Coast Guard Headquarters building at 2703 Martin Luther King Jr Ave, Washington, DC 20593 (St. Elizabeths campus).
Remote work may be allowed as approved by the COR.
