JOB TITLE: Child & Youth Services Preschool/Child Care Manager
DEPARTMENT: Child & Youth Services
SUPERVISOR’S TITLE: Child & Youth Services Assistant Director and/or Director of Program & Clinical Operations – Child & Youth Services
POSITIONS SUPERVISED: Child & Youth Services Preschool/Child Care Instructors, Child Development Associates, Child & Youth Services Cook, Child Care Coordinator, and designated Preschool Classroom Assistants
JOB STATUS: Full-time; Non-Exempt
SCHEDULE: Monday–Friday; 9:00am–5:00pm
SUMMARY:
Provide leadership, supervision, and administrative oversight for preschool and child care operations within the Child & Youth Services program. Responsible for ensuring compliance with state regulations, maintaining enrollment and billing processes, supervising staff, supporting child safety and development, coordinating daily operations, and maintaining high-quality early childhood programming standards.
KEY RESPONSIBILITIES:
- Monitor CCDF activity, voucher validity, and ensure full weekly payment is received for funded children
- Maintain required program documentation including attendance, medication records, food program records, and accident reports
- Collect service fees, manage billing processes, and submit deposits and receipts according to agency procedures
- Enforce and process additional program fees including registration, late payments, late pick-up fees, and field trip fees
- Coordinate enrollment processes and maintain accurate child and staff files in compliance with state regulations
- Schedule staff assignments, coordinate classroom coverage, and maintain required classroom ratios
- Supervise daily center operations and ensure compliance with all health, safety, fire, and licensing regulations
- Oversee food program documentation in collaboration with the Child & Youth Services Cook
- Maintain office, janitorial, and operational supply inventories
- Serve as Safety Manager and implement emergency procedures and health/safety protocols
- Complete and submit required monthly reports and state documentation
- Maintain petty cash and program financial records as assigned
- Communicate staffing updates, communicable disease notifications, and program information to families
- Provide supervision, orientation, and training support for child care staff in collaboration with department leadership
- Maintain employee compliance with CPR, First Aid, TB testing, and other health and safety requirements
- Support enrollment growth through community outreach, presentations, advertising, and promotional activities
- Coordinate parent-teacher conferences and promote ongoing communication between staff and families
- Supervise implementation of lesson plans
- Review and approve incident reports and documentation completed by staff
- Maintain confidentiality of employee, child, and family information
- Collaborate with state licensing consultants, PTQ mentors, and governing agencies to maintain program compliance and PTQ Level 3 standards
QUALIFICATIONS & SKILLS:
- Strong accounting, bookkeeping, and organizational skills
- Effective written and verbal communication skills
- Ability to supervise staff and coordinate daily program operations
- Ability to work cooperatively within a team environment with shared responsibilities
- Knowledge of child care licensing regulations, classroom ratios, and safety standards
- Ability to maintain accurate records, files, and documentation
- Strong interpersonal skills for working with children, families, staff, and community partners
- Ability to maintain confidentiality and professional conduct
- Ability to manage multiple priorities in a fast-paced child care environment
PHYSICAL & WORK REQUIREMENTS:
- Ability to lift and carry 40 pounds or more
- Ability to supervise children visually and auditorily in classrooms, playgrounds, and field trip settings
- Ability to sit on the floor, kneel, crawl, bend, twist, and position self at a child’s level throughout the workday
- Ability to travel to meetings, trainings, and agency-related activities as required
- Valid driver’s license, reliable transportation, and proof of insurance required
- Must be at least 21 years of age
CERTIFICATIONS & TRAINING REQUIREMENTS:
- Maintain certification in CPR, First Aid, and Preventing Disease Transmission
- Complete a minimum of 20 hours of annual in-service training
- Successful completion of pre-employment drug screening
- Attend and maintain Non-Violent Crisis Intervention (NVCI) training

EDUCATION/EXPERIENCE REQUIREMENTS:
Must meet one of the following minimum qualifications:
- Bachelor’s degree in Early Childhood Education or Elementary Education with kindergarten endorsement from an accredited college or university
- Bachelor’s degree in any field with at least 15 credit hours related to early childhood development, teaching methods, or child development for children age 6 or younger
- Child Development Associate (CDA) credential
- Associate degree in Early Childhood Education with a minimum of three years of experience in an early childhood program
Additional Requirements: Minimum of two years of child care experience required
