This exciting new role will help to shape the future distribution grid and policy landscape for Minnesota, North Dakota, and South Dakota by leading the development and execution of regulatory strategies and matters that achieve the Company’s and public policy objectives, make energy work better for our customers, and ensure a reliable and resilient grid into the future.

Essential Responsibilities
- Lead team of professional employees to produce regulatory filings consistent with the regulatory case management processes. Assist in articulating and achieving consensus on what the Company will request. Manage the work, resources, and processes need to draft complete regulatory filings needed to implement Xcel Energy's major initiatives. Manage teams and staff to ensure projects are consistent with Xcel Energy priorities, are appropriately advocated before regulatory bodies, are timely, and fully comply with all filing requirements.
- Work collaboratively with others in the Department and other business groups to understand the facts of cases in order to develop key messages for filings. Determine organization and appropriate level of detail for the filing. Partner with Law to identify the appropriate standard of review for inclusion in filings and for assistance in creation of filings.
- Develop the advocacy (construct the supporting arguments) for requests. Identify and incorporate appropriate supporting charts, graphs and examples. Draft filings and testimony. Ensure a clear voice and appropriate tone in filings and testimony. Identify risks and likely discovery issues related to requests.
- Control the content of the document during interaction with the regulatory case management team and with the business units. Control the document to ensure efficient production. Ensure format and presentation consistent with company standards. Assist with production of messages related to the filing including media, financial and FAQ materials.
- Work collaboratively with other leaders in Department to manage overall workload and workflow. Assist in preparation of internal reports and metrics. Interact with key regulatory agencies and staff as necessary.
- Develops, selects and retains a multi-functional, diverse and well-trained workforce which is motivated and empowered. Models innovative approaches. Promotes employee involvement in continuous learning and enhancing job/industry knowledge and skills.
Minimum Requirements
- Bachelor's degree in Regulatory Policy, English, Business, or related discipline and a minimum of five to seven years' experience in regulatory matters; or a combination of education and experience providing equivalent knowledge.
- Specific experience in dealing with regulatory agencies and preparing successful regulatory filings preferred.
- Must possess excellent written and oral communication skills.
- Must demonstrate thorough knowledge and understanding of rules, regulations, practices and procedures in multiple jurisdictions.
- Must be proficient in MS Office Suite.
- Frequent overnight travel required; extensive overtime.
Preferred Requirement
- Experience in or with Distribution operations, engineering, and/or planning and related regulatory matters.
- Demonstrated ability to establish trust, rapport, and long-term relationships with internal and external stakeholders.
- Experience navigating, negotiating, and resolving conflicting interests to align with organizational goals.

The anticipated starting base pay for this position is: $140,000.00 to $183,200.00 per year.
