Clinical Program Manager, Reset Chicago - Naomi's House

The Program Manager of Reset Chicago is the lead for all program operations at the Reset drop-in site, providing supervisory oversight to a multidisciplinary team of direct care staff, interns, and volunteers. The PM is responsible for the overall health, quality, and strategic direction of the Reset program- ensuring that drop-in services, clinical programming, community engagement, and volunteer coordination are delivered with excellence and in alignment with Naomi's House's mission and philosophy of care.

Reset serves as the most accessible entry-point for clients, and the PM holds the vision for this: creating a warm, accessible, and trauma-informed entry point for women and ensuring effective pathways into more individualized NH services. As the Reset program grows and its team structure develops over time, the PM's role will evolve accordingly- growing in supervisory scope as staff capacity expands and responsibilities are redistributed across the team.

The PM is innovative, adaptive, and data-informed, with strong clinical grounding and the ability to translate program outcomes into strategic improvements. This position is full-time and reports directly to the Clinical Director.

Office Location: Chicago and Wheaton

Supervisory Responsibilities

• Directly supervises program staff, providing weekly individual supervision, performance feedback, growth planning, and ongoing coaching to ensure team members are equipped, supported, and operating in alignment with NH's philosophy of care.
• Oversees all interns placed within the Reset program, providing supervision, training, and professional development support in collaboration with university partners and NH leadership.
• Partners with the VES to oversee the recruitment, onboarding, training, and management of volunteers at Reset Chicago.
• Delegates direct service responsibilities- including participant care, group facilitation, and community engagement- appropriately across the team, ensuring workload is distributed effectively as staff capacity allows.
• Leads regular team meetings, communicating priorities, participant updates, and programmatic guidance.
• Evaluates team performance on an ongoing basis and implements coaching or development plans as needed in partnership with the Clinical Director.
• Partners with the Clinical Director to identify staff training needs and coordinate professional development opportunities for the Reset team.

Program Oversight & Clinical Leadership

• Provides clinical oversight for all services delivered within the Reset program, ensuring staff and interns are equipped with appropriate curriculum, guidance, and boundaries for assigned roles and participant interactions.
• Assigns participants to appropriate staff or interns based on program capacity, participant need, and care planning; steps in directly when cases require escalation or clinical judgment beyond the team's scope.
• Provides supplemental direct care as needed- including co-facilitation of drop-in programming, groups, or community events- in support of the team or when program needs dictate.
• Oversees the intake and assessment process for Reset, ensuring participants are appropriately screened, welcomed, and connected to the right level of service within NH's programming continuum.
• Ensures all Reset programming is delivered through a trauma-informed, survivor-centered lens consistent with NH's mission and best practices for working with women experiencing exploitation.
• Trains internal and external personnel in trauma-informed care and practice; facilitates Cook County speaking engagements as part of Reset Chicago's community development and site visibility.
• Connects with and maintains positive relationships with community partners for incoming and outgoing program referrals.

Program Evaluation & Strategic Growth

• Holds the vision for Reset Chicago as Naomi's House's primary point of access, continually evaluating and refining how the program can most effectively serve clients.
• Manages program evaluation systems for Reset, including outcome tracking, participant progress data, and program effectiveness metrics; reports on quarterly measurement goals to the Senior Leadership Team.
• Identifies trends in participant engagement and program data to inform adaptation and improvement of Reset services over time.
• Develops and communicates a strategic vision for program growth in collaboration with the Senior Leadership Team, anticipating how the team structure and service delivery model will evolve as the program expands.
• Works with local agencies and the broader community to understand the needs of survivors and those at risk, incorporating this knowledge into program planning and design.
• Develops and reviews client-facing materials, assessment tools, and program documentation in collaboration with the care team and NH leadership.

Administrative Responsibilities

• Develops and maintains secure, confidential participant records in accordance with NH standards and best practices, utilizing NH's designated case record management system and standardized clinical assessment tools for documentation, outcome tracking, and reporting. Training on these systems will be provided.
• Ensures consistent implementation of Naomi's House policies and procedures at the Reset Chicago site, including record keeping, health and safety standards, and participant care protocols.
• Approves PEX expenses for the Reset program and ensures program spending remains within the annual operating budget; reports on fiscal operations through PEX entries and participant incentives.
• Advocates for current program resource and staffing needs to the Clinical Director, keeping the program on track operationally and financially.
• Maintains the physical space at Reset Chicago in relation to its cleanliness and functionality.
• Attends regular supervision with the Clinical Director and participates in collaboration meetings and NH leadership gatherings as required.

Qualifications & Experience

• A personal and growing relationship with Jesus Christ and an active member of a church.
• A Master's degree in Social Work, Counseling, Psychology, or a related field required.
• Active clinical licensure (LCSW, LCPC, LPC, or equivalent) preferred; candidates actively pursuing licensure with relevant experience will be considered.
• Minimum of two to three years' experience in behavioral health, social services, or a related field; prior supervisory or team leadership experience strongly preferred.
• Training in one or more of the following areas: Human Trafficking, Addictions, and/or Trauma-Informed Care. Certified Alcohol and Other Drugs of Addiction Counselor (CADC/CAADC) preferred.
• Demonstrated ability to lead, develop, and supervise multidisciplinary teams including staff, interns, and volunteers.
• Strong program management skills, including experience with outcome tracking, data reporting, and program evaluation.
• Effective skills working in diverse settings with multidisciplinary teams.
• Strong oral, written communication skills and listening.
• Well-developed ability to engage others in building relationships and sustaining momentum.
• Proven capacity to maintain patience, tolerance, and tact with diplomacy in high-pressure situations.
• High level of integrity and strong ethical values; must maintain the highest standards of confidentiality with all records, including organizational and individual information.

Compensation & Benefits

Annual base salary range: $55,000 - $65,000
