POSITION PURPOSE
The Procurement Manager role maintains adequate supplies of steel inventory to meet the Commercial and Operational requirements at SSAB CTL operations (Houston, St. Paul and Toronto depot locations), as assigned. This role also provides oversight and functional responsibilities for the purchasing of MRO supplies and services for SSAB CTL operations (Houston, St. Paul and Toronto depot locations), as assigned.
ESSENTIAL FUNCTIONS
- Manage discrete plate, coil and CTL inventories in support of Commercial activities at SSAB CTL operations or depots, as assigned.
- Develop and maintain a business plan in support of corporate goals for total inventory, turn rates, and aged inventory.
- Place purchase orders and mill orders with SSAB mills and 3rd party suppliers into accordance with those requirements.
- Assure the timely receipt, in good order, of all steel products.
- Maintain relationships with sales, planning, suppliers, and transportation personnel in pursuit of these activities.
- Issue daily, weekly and monthly reports relevant to supply chain activities.
- File claims with mills or 3rd party suppliers as required.
- Manage MRO supplies and services.
- Approve requisitions, place purchase orders, and expedite goods and services as required.
- Develop and provide guidance to MRO operations personnel requisitioning material (known as designated “MRO Buyers”).
- Establish purchasing guidelines for MRO Buyers (number of quotes required, etc.) so that they can appropriately “self-serve” through the requisition process. Review exceptions to the MRO Buyers’ established guidelines and provide sourcing / negotiating assistance when necessary.
- Assure compliance to all SSAB corporate policies and procedures as well as operations Services guidelines by all parties involved in purchasing goods and services.
- Among others, ensure separation of duties to meet the “three hat rule” for requisitioning, ordering, and receiving.
- Ensure competitive bidding, achieve corporate payment terms, and avoid sole sourcing. If necessary, obtain approval for exceptions.
- Fully participate with Operations Services procurement peers in company-wide sourcing events, systems, initiatives, and other activities as required.
- Maintain purchasing and supplier management records as required by the company’s Quality Management System, document retention policy, financial requirements, and other company directives.
QUALIFICATIONS
Education
Required:
Must have a four-year degree or equivalent work experience in relevant field.
Preferred:
Minimum of 3 years’ experience in a purchasing role. CPSM certification or equivalent is a plus.

This position has no supervisory responsibilities.
