General Definition of Work
The technology compliance project manager, under general supervision, performs intermediate-level with limited decision-making discretion work managing and overseeing high-level projects and application security initiatives for the Technology Services Division. Position will coordinate, implement, execute, and ensure the timely delivery of technology projects that cross multiple departments while ensuring all third-party digital tools meet rigorous data privacy standards and comply with all state, federal, and local laws. Employee performs district-level work to carry out Board of Education policies under the direction of the cyber security officer.

Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Define project scope, goals, and deliverables for technology initiatives to align with district objectives and Board of Education policies
- Create and lead cross-functional teams (including Academics, IT, Procurement, and Legal) to ensure successful project execution and software implementation
- Develop and manage project schedules, budgets, and timelines, ensuring that technology projects are delivered on time and remain within budget
- Perform advanced work to carry out district policies and procedures regarding the adoption and use of digital resources
- Coordinate the collection, execution, and tracking of Memorandums of Understanding (MOU) and Data Confidentiality and Security Agreements (DCSA) with third-party vendors
- Perform foundational reviews of vendor Terms of Service and Privacy Policies to ensure they meet basic district standards for student data privacy
- Work with the Office of General Counsel to interpret complex legal agreements (MOUs/DCSAs) and translate security requirements into technical specifications
- Work in close daily alignment with the Cybersecurity Officer to submit vendor documentation for expert technical review and final security sign-off
- Maintain a centralized, audit-ready database of all active and expired agreements, ensuring the district remains protected throughout the lifecycle of a software product
- Evaluate vendor security posture and data-sharing practices to identify and mitigate potential risks to sensitive student or staff information
- Lead the centralized intake, review, and approval process for all instructional software and digital platforms across school sites and central office departments
- Ensure all third-party tools adhere to district standards for data exchange, including integration with identity management platforms and Student Information Systems (SIS)
- Maintain a comprehensive registry of approved digital platforms, documenting specific data elements shared with each vendor and any associated security exceptions
- Serve as the primary liaison between vendors and the district during the onboarding process to ensure all security and data-sharing requirements are met
- Act as a bridge between school-based staff, principals, and district departments to facilitate smooth technology integration and support educators in navigating the approval process
- Perform related work as assigned or required

- Extensive knowledge of IT support and device configuration, cybersecurity best practices, account provisioning, applications support, and deployment at a large scale within an educational environment
- Knowledge of security frameworks such as NIST, SOC2, ISO 27001, and HECVAT
- Knowledge of risk assessment techniques and compliance requirements (e.g., FERPA, COPPA, and VPAT)
- Knowledge of incident response processes and best practices
- Knowledge of partner ecosystems and the ability to leverage partner solutions to solve district IT needs

Education and Experience
