About the role
The PMO Operations & Capability Leader owns the PMO operating infrastructure that enables consistent governance, portfolio visibility, reporting, tools, planning inputs, data quality, and decision support. The role develops analysis, scenarios, dashboards, recommendations, and process discipline to support PMO and segment leadership decisions, while the PMO Leader retains accountability for PMO strategy, prioritization framework, and cross-business trade-off escalation.
Key Responsibilities
- Design, operate, and improve PMO governance processes, standards, reporting cadence, tools, templates, and data management practices.
- Maintain portfolio dashboards, portfolio analytics, reporting quality, and leadership review materials.
- Consolidate program health, milestone, capacity, risk, resource, and planning inputs across segments.
- Develop portfolio scenarios, capacity models, risk views, and recommendations to support leadership decisions.
- Monitor governance adoption, data quality, reporting accuracy, and process adherence.
Strategic Responsibilities
- Design and operate the framework that enables prioritization, capacity planning, portfolio reviews, and planning discussions.
- Consolidate portfolio, capacity, financial, risk, and timing inputs to inform AOP/LRP planning.
- Identify system process gaps, reporting gaps, data quality issues, recurring governance exceptions, and maturity improvement opportunities.
- Support PM competency models, PMO maturity roadmap, methodology improvements, and capability development initiatives.
- Improve decision speed, portfolio transparency, forecast accuracy, reporting automation, and early risk identification.
Decision Authority
- Authorized to define and operate PMO reporting processes, dashboard standards, governance workflows, data standards, templates, and planning support processes.
- Provides analysis, scenarios, recommendations, and process guidance to support portfolio decisions.
- Monitors adherence to PMO processes and escalates unresolved exceptions or systemic issues to the PMO Leader.
- Does not independently own final portfolio prioritization, investment decisions, resource allocation decisions, or segment delivery outcomes.

- Enterprise-wide or multi-segment PMO operating infrastructure.
- Governance processes, standards, reporting, tools, portfolio analytics, and planning support.

- PMO Leader for governance expectations, portfolio review needs, escalation decisions, and PMO maturity priorities.
- PMO Segment Leaders for segment reporting, execution visibility, governance adoption, capacity inputs, and exception management.
- Lead / Principal Program Managers for cross-program dependency, portfolio-slice, and risk inputs.
- Program Managers for schedule, risk, status, and governance data.
- Finance and functional partners for planning inputs, resourcing assumptions, and portfolio performance data.

- Governance Adoption: PMO governance processes and standards are adopted consistently.
- Data Quality: Portfolio data is accurate, timely, complete, and decision ready.
- Portfolio Visibility: Leadership has clear visibility to health, risks, capacity, milestones, and key decisions.
- Forecast Accuracy: Capacity, risk, and portfolio forecasts improve in accuracy and usefulness.
- Early Risk Identification: Systemic risks and emerging portfolio constraints are identified earlier.
- Decision Speed: Leadership decisions are supported by clear scenarios, recommendations, and reliable information.
- PMO Maturity: PMO tools, reporting, process discipline, and operating efficiency improve over time.
Required Qualifications
- Bachelor’s degree
- 3+ years of experience in program management, PMO, portfolio management, operations, reporting, analytics, and/or cross-functional planning.
- 3+ years of experience developing dashboards, governance processes, reporting cadences, planning inputs, and/or decision-support materials.
Preferred Qualifications
- Bachelor’s degree in Engineering, Business, Operations, Data Analytics, Program Management, or related discipline.
- Experience supporting AOP/LRP planning, capacity planning, portfolio governance, or prioritization processes.
- Experience with PMO tools, Power BI, Excel modeling, Project, SharePoint, Planner, or similar reporting platforms.
- PMP, portfolio management, Lean, Agile, or process improvement certification.
- Strong analytical, communication, process leadership, stakeholder influence, and systems-thinking skills.
Pay Range
The annual salary for this position is between $143,000.00 - $286,000.00 annually. Factors which may affect pay within this range include, but are not limited to, skills, education, experience, and other unique qualifications of the successful candidate.
Other Compensation
This position is entitled to short-term cash incentives, subject to plan requirements.
