Summary

The PBCA Contracts Manager is responsible for overseeing all contract administration activities within the assigned state(s) under the U.S. Department of Housing and Urban Development’s (HUD) Performance-Based Contract Administration program. This position ensures full compliance with HUD regulations, contract requirements, and organizational policies while leading a team to meet or exceed performance metrics related to subsidy payment accuracy, Management and Occupancy Reviews (MORs), resident complaint resolution, and all other PBCA functions.

The PBCA Contracts Manager serves as the primary liaison between the HUD CAOM and Field Office, property owners/agents, and internal departments, ensuring the effective administration of Housing Assistance Payments (HAP) contracts and maintaining the organization’s credibility and reputation as a trusted PBCA.

Essential Job Functions

A. Monitors performance of the IBPS/PBT Tasks under the Annual Contributions Contract (ACC).

1. Directly supervise PBCA staff within the assigned state(s), including hiring, training, performance evaluation, coaching, and disciplinary actions.

2. Produce Monthly, Quarterly, Semi-Annual and Annual PBCA Reports including the Monthly Invoice.

3. Develop and Monitor the Annual Work Plan and Work In Process.

4. Oversee HAP Payment Function to ensure timely and accurate Monthly HAP Payments to Owners and Agents.

5. Perform any special projects or produce ad hoc reports as necessary.

6. Maintain up-to-date knowledge of HUD regulations, Guidebooks, Handbooks, HUD Notices, CFRs and other relevant guidance, ensuring ACC compliance.

7. Monitor and manage the HUD Secure Systems and Internal CA Software.

8. Maintain electronic files and records retention in accordance with HUD and internal policy.

9. Perform Quality Reviews for Contract Renewals, Rent Adjustments, MORs, HAP Vouchers, Special Claims and Resident Inquiries for Internal PBCA Operations and for any Subcontractors.

10. Oversee Annual Audits and Annual Compliance Reviews.

Knowledge, Skills, and Abilities

1. Knowledge of HUD rules and regulations (24 CFR, 4350.3, 4350.7, 4381.5, The Section 8 Renewal Policy Guidebook, MAT User Guide, Special Claims Processing Guide, The Management Agent Handbook etc.).

2. Knowledge of HUD PBCA ACC report preparation techniques and procedures.

3. Ability to research technical specifications and troubleshoot data files.

4. Strong analytical skills with the ability to interpret complex federal regulations and operational data.

5. Skill and proficiency in the use of proprietary software for ACC Tasks and ACC Reporting.

6. Ability to maintain a variety of files and records, and prepare reports.

7. Ability to lead a team, set clear performance expectations that align with HUD metrics and organizational goals and foster a high-performance culture that emphasizes accuracy, accountability, and customer service.

8. Ability to communicate effectively, both orally and in writing.

9. Occasional travel is required.

Minimum Qualifications

Bachelor’s degree preferred, however significant and relevant experience may also be considered. Performance Based Contract Administration experience is preferred, or an equivalent combination of training and experience. Must have at least 5 years’ professional experience in a HUD regulated environment or equivalent combinations of education and experience.
