Overview
We are seeking a dynamic and experienced Program Manager with a strong background in NIH (National Institutes of Health) and HHS (Health and Human Services) IT Cyber project environments to lead complex, multi-faceted federal cybersecurity programs.
Education / Experience: Bachelor’s Degree AND 12+ years work experience in IT/cyber, incl. 5+ years leading federal cybersecurity programs
Required Certifications: PMP AND CISSP
Preferred: ITIL v4; NIH/HHS experience; subcontractor management; FFP delivery
Responsibilities
- Single POC with authority to commit company resources; owns program cost, project schedule, quality, risk, and reporting for a 24.5-FTE program
- Responsible for supporting ~165 FISMA systems
- Weekly/monthly reporting rhythm and QPRs along with one subcontractorunder an integrated team model.
- Lead the planning, development, and execution of large-scale cyber programs in compliance with NIH/HHS guidelines and federal regulations.
- Facilitate requirements gathering sessions and conduct thorough requirements analysis to define project scope and objectives clearly.
- Oversee project lifecycle activities including initiation, planning, execution, monitoring, control, and closure utilizing methodologies like Waterfall, Agile, SAFe, or Lean Six Sigma.
- Conduct root cause analysis and risk assessments to proactively identify issues and implement mitigation strategies.
- Manage vendor relationships and contracts ensuring compliance with federal procurement standards while controlling costs through budget management and earned value management techniques.
- Facilitate meetings for project updates and stakeholder communication; prepare comprehensive reports and presentations that clearly articulate project status and outcomes.
- Apply change management principles to support organizational transitions smoothly while maintaining project momentum.
Skills
- 12+ years IT/cyber, including 5+ years leading federal cybersecurity programs
- Extensive experience in program development within NIH/HHS or federal health agencies with a deep understanding of their specific requirements.
- Proven supervisory experience managing technical teams in complex cybersecurity project environments; adept at leadership in fast-paced settings.
- Strong expertise in project management methodologies including PMBOK standards; proficient with tools like Microsoft Project, Primavera P6, Smartsheet, or VersionOne.
- Skilled in requirements gathering, process mapping, business process modeling, and requirements management to ensure clear scope definition.
- Expertise in risk management techniques such as root cause analysis and Six Sigma methodologies; capable of implementing continuous improvement strategies like Kaizen or Lean Six Sigma.
- Demonstrated ability to manage multiple projects simultaneously using Agile frameworks such as SAFe or Kanban; adept at project scheduling and scope management.
- Excellent communication skills for effective stakeholder engagement; capable of delivering compelling presentations and technical documentation.
- Strong organizational skills with the ability to coordinate diverse teams while managing budgets effectively through cost control measures.
- Familiarity with IT infrastructure systems including SharePoint, Salesforce, ServiceNow, SAS data analysis tools, ERP systems, and content management platforms is preferred.
Pay: $210,000.00 - $225,000.00 per year
