The Proposal Management Team
The Proposal Management team handles end-to-end RFx processes at Okta. We are an agile, highly collaborative team supporting Okta’s most critical, high-value strategic RFx initiatives for our go-to-market organization. The Proposal Management function sits strategically within Okta’s global Presales Organization.
Proposal Manager Opportunity
We are seeking a forward-thinking Proposal Manager to elevate and scale our global RFx operations. If you view RFPs not as an administrative chore, but as a strategic puzzle to be solved using cutting-edge technology, creative storytelling, and data-driven insights, you’ll fit right in.
In this role, you will act as both a process architect and a strategic advisor. You will own the end-to-end proposal lifecycle across our global markets. This position moves far beyond traditional, reactive document management. Reporting to the Manager of Global Proposal Management, you will champion modern, AI-integrated workflows and serve as a trusted advisor to our deal teams. Crucially, you will look at the macro picture, analyzing trends across our global submissions to provide actionable intelligence that directly shapes Okta's long-term product and commercial strategies.
What you’ll be doing
- Architect & Advise: Own and orchestrate the end-to-end proposal lifecycle for high-value enterprise and strategic accounts across global markets, acting as a strategic consultant to deal teams rather than just an administrator.

- Global Collaboration: Partner seamlessly with international, cross-functional stakeholders, including Sales, Solution Engineering, Professional Services, Product, Security, and Legal, to synthesize multi-contributor inputs into a unified, compelling narrative.
- Data-Driven Strategy: Analyze post-RFP data and global submission trends to deliver actionable insights to leadership, directly influencing Okta’s product roadmap and commercial go-to-market strategies.
- Creative Storytelling: Review, edit, and elevate complex technical responses, translating them into clear, value-driven prose that highlights Okta’s competitive differentiators and aligns with specific account win-themes.
- Knowledge Management: Maintain, curate, and scale our global content repository, ensuring our foundational technical, security, and corporate messaging is always accurate, fresh, and readily accessible.
BASIC QUALIFICATIONS
- Experience: 3+ years of dedicated experience in proposal management, complex technical writing, or strategic GTM enablement.
- AI & Tech Savviness: A forward-thinking mindset with curiosity and comfort using AI tools and modern proposal automation software to drive efficiency.
- Global Mindset: Experience working across diverse geographic regions and supporting international sales cycles with multi-cultural stakeholders.
- Analytical Rigor: The ability to look past individual deadlines, spot macro trends in RFP requirements, and translate data into strategic insights for leadership.
- Communication Mastery: Exceptional writing, editing, and storytelling skills; you know how to make dense technical frameworks sound engaging and business-critical.
- Leadership & Influence: Strong interpersonal presence with the confidence to guide, challenge, and align senior executives and deep technical experts under tight timelines.
- Education: BS/BA Degree or equivalent practical experience.

Proposal Manager Jobs in California: Frequently Asked Questions
How do you become a proposal manager in California?
Most proposal managers in California start with a bachelor's degree in business, communications, or a related field, then build experience in proposal coordination or writing roles. California does not require a state-issued license for this role. Earning an Association of Proposal Management Professionals certification, either at the Foundation or Practitioner level, is a widely recognized credential that California employers in defense, technology, and healthcare contracting actively prefer when hiring.
How much do proposal managers make in California?
Proposal managers in California earn a median of about $120,910 a year, based on May 2025 Bureau of Labor Statistics wage data, ranging from around $69,180 for the lowest 10% to over $188,560 for the top 10%. Pay rises with experience, specialty, and employer.
Which companies hire proposal managers in California?
Employers hiring proposal managers in California right now include HDR, Bloom Energy, and Hensel Phelps, based on current listings on Migrate Mate as of June 2026. California's dense concentration of defense primes, health systems, and technology firms means consistent year-round demand for proposal professionals across the state.
Which California cities have the most proposal manager jobs?
Irvine, Pleasanton, and Sacramento have the most proposal manager openings in California. Los Angeles and San Diego are driven by the region's large defense and aerospace contracting base, anchored by major prime contractors, while the Bay Area reflects demand from technology companies and healthcare organizations that regularly respond to large commercial and government RFPs.
Are there remote proposal manager jobs in California?
Yes, and more than most fields. About 0% of proposal manager openings tied to California are remote or hybrid as of June 2026, reflecting the document-driven, collaborative nature of the work. Proposal writing, compliance review, and coordinating contributor inputs are the tasks most commonly performed fully remotely, while kickoff meetings and final production may require on-site presence depending on the employer.
How can I get hired as a proposal manager in California with little or no experience?
The most realistic entry path is a proposal coordinator or proposal writer role, which California defense contractors, healthcare systems, and technology firms use as a structured entry point into proposal teams. Large California employers such as Northrop Grumman and major health systems often hire junior proposal staff directly out of graduate programs. A portfolio of writing samples, familiarity with RFP response formats, and an APMP Foundation certification each provide a measurable edge when competing without direct proposal management experience.
Where can I find and apply to proposal manager jobs in California?
You can find and apply to proposal manager jobs in California on Migrate Mate, which lists current California openings updated regularly. Search the listings for roles that match your experience and specialization, then apply directly to the ones that fit.
