Job Title: Regional Senior Director, Strategy and Planning (West Region)
Reports To: Regional Vice President, (West Region)
Location: Remote West Region
Employment Status: Salary (Exempt)

Job Summary:
The Regional Senior Director, Strategy & Planning is a key operational and strategic leadership role responsible for supporting the Vice President, Region in driving disciplined project execution, workforce readiness, safety performance, and financial accountability across the West region’s project portfolio. This position serves as the VP’s primary operational partner—translating regional strategy into day-to-day execution and ensuring that projects are delivered safely, on schedule, within budget, and in alignment with revenue and profitability targets.
This role requires a detail-oriented, data-driven leader who can operate across project planning, resource deployment, safety compliance, and financial management simultaneously. The Regional Senior Director acts as a force multiplier for the VP, providing structured oversight of the regional project pipeline, proactively identifying execution risks, and ensuring that the people, processes, and financial controls are in place to meet performance commitments.
Duties/Responsibilities:
- Partner with the VP to develop and maintain the West region’s integrated project execution plan, ensuring alignment of scope, schedule, milestones, and deliverables across all active programs.
- Monitor project progress against contractual commitments and internal performance targets; identify schedule risks, scope gaps, or execution deficiencies and drive timely corrective action.
- Establish and maintain project status reporting cadences, dashboards, and KPIs that provide the VP and senior leadership with clear, accurate visibility into project health across the regional portfolio.
- Coordinate with project managers, field superintendents, and construction teams to resolve execution roadblocks, sequence workflows, and maintain delivery momentum.
- Support pre-construction planning efforts, including project kickoff readiness reviews, constructability assessments, and mobilization planning to ensure projects launch on time and fully resourced.
- Lead post-project reviews and lessons-learned processes to capture execution insights and drive continuous improvement across the regional portfolio.
- Oversee workforce planning and resource readiness for the West region, ensuring that field crews, subcontractors, and support personnel are appropriately staged and mobilized ahead of project needs.
- Collaborate with people services and operations leadership to anticipate hiring needs, address labor gaps, and maintain a qualified, available workforce aligned to the regional project pipeline.
- Manage subcontractor and vendor relationships, ensuring timely mobilization, performance accountability, and alignment with project scope, schedule, and quality expectations.
- Develop and maintain resource forecasting tools and capacity planning models to support proactive staffing decisions and avoid resource-driven schedule impacts.
- Champion a culture of safety-first leadership across the West region, ensuring that all project execution activities comply with Congruex safety standards, OSHA regulations, and client-specific safety requirements.
- Partner with the regional safety team to monitor safety performance metrics, conduct field safety audits, and ensure timely incident reporting, investigation, and corrective action.
- Integrate safety planning into all phases of project execution—from pre-construction safety reviews through field execution and closeout—ensuring zero-tolerance accountability for unsafe conditions or behaviors.
- Ensure that all project personnel, subcontractors, and field crews are properly trained, certified, and equipped to perform work safely and in compliance with applicable requirements.
- Review and act on safety trend data, near-miss reports, and incident analyses to identify systemic risks and implement preventative measures across the project portfolio.
- Support the VP in managing the West region’s financial performance, with direct accountability for monitoring revenue recognition, cost control, margin performance, and budget adherence across the project portfolio.
- Develop and maintain project-level and regional financial forecasts, tracking revenue versus cost at both the program and portfolio level to identify variances and drive corrective action.
- Partner with project managers and finance teams to ensure accurate job costing, timely billing, change order management, and contract compliance across all active projects.
- Identify and escalate cost overruns, billing delays, or margin erosion risks to the VP and finance leadership, with recommended mitigation strategies and recovery plans.
- Support the development of regional budgets, bid reviews, and financial proposals, ensuring that cost models reflect realistic field execution assumptions and appropriate margin targets.
- Drive accountability for revenue realization by ensuring that work-in-place is accurately captured, invoiced promptly, and that receivables are actively managed in coordination with the finance team.
- Perform other related duties as assigned.
Required Skills/Abilities:
- Strong project execution and program management skills, with demonstrated ability to manage large, complex infrastructure or telecom project portfolios from planning through closeout.
- Deep understanding of resource planning, workforce deployment, and subcontractor management in a field-based construction or infrastructure environment.
- Proven commitment to safety leadership, with experience implementing safety programs, conducting field audits, and driving a safety-first culture across distributed field teams.
- Strong financial acumen, including expertise in job costing, revenue recognition, cost-to-complete analysis, variance management, and margin improvement.
- Ability to read and interpret project contracts, change orders, and financial reports to assess risk and drive informed operational and financial decisions.
- Excellent analytical and problem-solving skills, with the ability to synthesize complex project and financial data into clear, actionable insights for senior leadership.
- Strong interpersonal and communication skills, with the ability to build trust and accountability across field teams, project managers, subcontractors, clients, and corporate functions.
- Experience developing and maintaining project reporting tools, dashboards, and KPI frameworks that support executive-level visibility and decision-making.
- Proficiency with project management systems, ERP/financial platforms, and business intelligence or reporting tools.
- Ability to manage multiple competing priorities in a fast-paced, high-growth environment while maintaining rigor and attention to detail.
- Knowledge of telecom infrastructure construction, including OSP, fiber deployment, or wireless construction preferred.
Education and Experience:
- Bachelor’s degree in Construction Management, Engineering, Business Administration, Finance, or a related field (Master’s preferred).
- 10+ years of progressive experience in project management, operations, or construction management within the telecom or infrastructure industry.
- 5+ years in a senior leadership role with direct responsibility for project financial performance, resource planning, and safety oversight.
- Formal project management certification (PMP or equivalent) preferred.
- Prior experience supporting a regional VP or executive in a strategy, planning, or operations capacity preferred.
Physical Requirements:
- Hybrid work environment with a combination of corporate office responsibilities and regular on-site project and field visits across the West region.
- Significant travel required to project sites, client locations, vendor offices, and regional operations centers throughout the West.
- May require walking across active construction or infrastructure sites and exposure to outdoor environments and variable weather conditions.
- Availability to work extended hours as necessary to support project milestones, financial reporting cycles, and VP-level commitments.
