Job Summary

The Human Resources and Training Specialist is responsible for managing the full cycle of employee recruitment, credentialing, and regulatory training compliance. This role ensures that all Direct Support Professionals (DSPs), managers, and administrative staff meet the strict requirements mandated by the state Developmental Disabilities Administration (DDA) and the Office of Health Care Quality (OHCQ). The ideal candidate balances strong administrative HR skills with engaging instructional abilities to maintain a highly qualified, fully compliant, and mission-driven workforce.

Essential Duties and Responsibilities

Recruitment and Credentialing

• Manages full-cycle recruitment for Direct Support Professionals, managers, and program staff.
• Manages accurate, audit-ready electronic and physical personnel files in strict compliance with DDA regulations.

Training Coordination and Facilitation

• Leads agency orientation and onboarding programs for all incoming personnel.
• Coordinates or directly facilitates state-mandated training, including Abuse, Neglect, and Exploitation prevention, Individual Rights, and OSHA safety standards and other trains specific to NextGen participants.
• Schedules and monitors specialized certifications, including CPR/First Aid, Certified Medication Technician (CMT) tracking, and crisis intervention frameworks like Mandt.
• Maintains the agency-wide training matrix, ensuring zero lapses in annual recertifications for active employees.
• HR Compliance and Employee Relations
• Assists with the implementation of HR policies, procedures, and employee handbook updates.
• Tracks employee performance evaluation timelines and assists managers with the disciplinary action process.
• Prepares comprehensive compliance reports for annual state licensing audits and quality assurance reviews.
• Serves as a primary point of contact for staff regarding benefit enrollment, internal training opportunities, and credential renewals.

Required Knowledge, Skills, and Abilities

• Strong public speaking, presentation, and classroom management skills for diverse adult learners.
• Exceptional organizational skills with a proven ability to track highly detailed compliance dates.
• Ability to quickly learn NextGen’s HR and Learning Management Systems, and standard office productivity suites.
• High level of empathy, patience, and commitment to support individuals with intellectual and developmental disabilities.
• Deep understanding of DDA regulations, OHCQ compliance standards, and state auditing processes is preferred.

Education and Experience

• Bachelor’s degree in human resources, Business Administration, Education, or a closely related field preferred.
• Minimum of 2 to 3 years of experience in HR, training, or compliance within a DDA, healthcare, or social services environment.
• Active certification as a trainer in a recognized crisis prevention framework or CPR/First Aid is highly desirable.

Pay: From $62,400.00 per year
