Detailed Description:
- Strategic financial leadership and effective operational execution working with program management.
- Identify and assist with implementation of continuous service improvements (CSI) for improved integration, automation, and controls.
- Prepare budgets and forecasts working with program managers and executive leadership.
- Prepares and executes financial modeling based on potential changes in customer funding.
- Monitor prime contract costs such as direct expenses and indirect cost pools to analyze overall program cost trending and planning variances.
- Complete budget execution tasks including task tracking, analysis, contractor cost reporting analysis, funds allocation, funds control management, cost pool trends, continuing resolution (CR) scenario planning, estimate-to-complete (ETC) analysis, workforce planning, and cost plan versus actual analysis.
- Document standard operating procedures (SOPs) including monthly business-team deliverables, reporting due-dates, resources team responsibility matrix, and monthly reporting processes to assist in team knowledge-share, communication, and cross-training.
- Prepare or lead the preparation of support as required for monthly government contract billings.
- Prepare various ad hoc financial reports requested by management sometimes with minimal direction and very short turn-around time. Reports to include charts and graphs of financial information.
Supervisory Responsibilities
This job provides general supervision to a functional area which may include supervision of lower-level supervisors and direct supervision of other exempt and non-exempt personnel. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include providing leadership to employees, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Requirements
- BS degree in Business Administration, Finance, Accounting, Public Administration, Policy, or related field. Master of Business Administration (MBA) strongly preferred.
- 15+ years relevant experience with financial reporting and administering US Government contracts.
- Experience with and strong working knowledge of the FAR and other U.S. Federal Government contract regulations.
- Experience with accounting and financial reporting.
- Experience in the areas of budget planning and execution for cost reimbursable funded projects and Award Fee programs is a strong plus.
- Experience with forecasting and budgeting in a government contracting environment; services background is a plus.
- Experience understanding contract pricing and terms and conditions.
- Must have strong computer skills, including MS Word, MS Excel (including design and development of moderate to complex spreadsheets), and MS Outlook. VBA macro development is a plus.
- Must possess strong written and verbal communication skills, with the ability to effectively communicate with internal and external customers.
- Must have experience with Government cost reporting.
- Strong organization skills in which attention to detail and accuracy are critical.
- Strong analytical and problem-solving skills.
- Ability to lead teams in delivering organizational success.
- Position requires daily interaction with internal and external customers.
- Must possess the ability to adapt to and learn the following: Cognos, Costpoint and TM1.
- U.S. Citizenship required for government clearance and or data/software access.
