About the Role
The Vice President, Global Technical Delivery owns the strategy, operating model, and enterprise-wide execution for all revenue-generating business applications. This role translates enterprise strategy into executable plans, leading a globally dispersed organization of Software Design, Software Development, and Software Test leaders to deliver high-quality client implementations and production support while continuously improving operational effectiveness.
The Vice President, Global Technical Delivery sets the multi-year vision for Technical Delivery and holds full accountability for on-time, on-budget, quality delivery across the product portfolio. As the senior executive representing Technical Delivery, the Vice President, Global Technical Delivery partners at the leadership-team level to shape company strategy, collaborates closely with Commercial, Product, and cross-functional teams, and serves as a key escalation point for customers and internal stakeholders. This role requires strong operational expertise, people leadership, and the ability to influence across a matrixed organization.
Candidates must reside within approximately a two-hour commuting distance of Signant Health's Blue Bell, PA office.
KEY ACCOUNTABILITIES - Function
- Own the strategic direction and multi-year roadmap for Global Technical Delivery, translating enterprise strategy into an executable operating plan; lead change initiatives and engage stakeholders across the organization to drive continuous improvement.
- Serve as a core member of the Endpoint Solutions (EPS) Leadership team, shaping and driving the EPS Operating Plan and holding accountability for its financial and non-financial objectives.
- Hold full P&L and budget accountability for Technical Delivery, including forecasting, budget adherence, resourcing investment decisions, and cost-effectiveness across the global organization, contributing to the profitability and efficiency of Signant Health services through sound fiscal management and staffing models.
- Build, lead, and continuously develop a high-performing, globally dispersed leadership team, building a culture of accountability, agility, and transparency through effective hiring, coaching, development, and succession planning; monitor and drive team performance using objective measures, addressing underperformance swiftly.
- Direct the development and governance of enterprise-wide staffing and capacity models, ensuring resource utilization aligns with pipeline demand and strategic priorities.
- Partner with Business Development, Commercial, and Sales leadership at the executive level to support new business targets, shape pipeline strategy, and contribute to proposals and customer presentations; manage customer expectations and deploy resource solutions that scale effectively, serving as a key escalation point for customers and internal stakeholders.
- Proactively identify issues, analyze root causes, develop solution options, and deliver clear recommendations.
- Define and continuously evolve departmental policy, governance, and operating standards to raise quality, cost-effectiveness, and delivery predictability enterprise-wide, identifying and executing process improvements and automation; monitor and report on operational, financial, and quality metrics, taking corrective action to ensure alignment with targets and delivery of value to customers and business stakeholders.
- Own the departmental project award, initiation, and change-order governance process in partnership with Business Development Operations, ensuring enterprise risk and commercial standards are met; represent Technical Delivery in client and executive-level relationship management, including escalations, strategic account reviews, and business development lifecycle support.
- Partner with Product Innovation executive leadership to shape the product roadmap, ensuring operational and end-user delivery requirements inform design, development, and release decisions.
- Operates with a high degree of autonomy, making independent decisions on organizational structure, resourcing, budget allocation, delivery strategy, and departmental policy within enterprise risk and governance guardrails.
- Influences decisions and direction within the function and across peer groups without reliance on authority.
- Executes decisions with confidence, drawing on professional experience, data, and business context.
- Sets direction that shapes company-wide strategy and financial outcomes; serves as the final escalation point for delivery, resourcing, and client relationship decisions within the function.
- Builds collaborative relationships across diverse teams, cultural backgrounds, and cross-functional peers (Product, Sales, Finance) to drive shared outcomes with senior executives, clients, and partners.
Essential:
- Bachelor's Degree in Computer Science, Engineering, Business, or other relevant field; advanced degree preferred
- 15+ years of technical product or service delivery experience, including experience operating at an executive/VP level, with 10+ years departmental and personnel management experience and 5+ years leading global teams
- 5+ years in a senior leadership position in enterprise software product development and global deployment, with a proven ability to build and scale large, globally distributed technology delivery organizations
- Demonstrated success owning a P&L and driving enterprise-wide operational and financial performance
- Excellence in organizational leadership, with a strong track record of building high-performance teams, including experience in coaching, talent development, and program execution
- Deep experience in operations budgeting, fiscal management, and multi-year strategic planning, with business acumen contributing to profitability and efficiency goals
- Solid leadership skills including change management and stakeholder influence, with a continuous improvement mindset and exceptional executive presence to drive innovation in technology management strategy
- Strong grasp of trends in globalization, professional services, business operations, information technologies, and project management disciplines
- Strong communication, negotiation, and presentation skills, with the ability to engage clients, senior leaders, and cross-functional stakeholders effectively
- Use Artificial Intelligence tools issued and approved by the Company to improve productivity, speed, and quality of the expected outcomes of your position
- Experience leading a global, multi-time-zone executive team
