Local Business Manager (LBM)
Full Time | Permanent | WMS Band 2
Location: Washington State Penitentiary | Walla Walla, WA
Salary Range: $118,032 Annually
This is a telework/hybrid position. The candidate of choice may telework 2 days per week after an initial training period.
The Washington State Department of Corrections is seeking an innovative, detail oriented and self-motivated individual to join the Employee & Business Support Services Administration at the Washington State Penitentiary as the Local Business Manager (LBM)! The goal of the LBM is to utilize collaborative skills and efforts to work with DOC HQ, Business Services and MCC Leadership, forming a dynamic team of professionals that work together to ensure all business and warehouse operations are met in conjunction with DOC Values and Strategic Goals.
The LBM is responsible for developing the budget, budget projections, providing fiscal analysis and advice to the Operational Leaders such as Superintendents and Health Care Managers. You will contribute to the organization's mission by providing access to adequate financial data, by developing the operating and local fund budgets, and managing the business and warehousing operations.
Through budget strategy and development, the candidate of choice will have a pervasive and direct effect upon facility operations. Serving as the principal financial advisor to the Operational Leader the LBM provides input and technical support for a broad range of activities and initiatives.
LBMs are financial experts who provide advice and expertise to the Superintendent and other facility managers of budget development, expenditure management and reduction strategies. This advice has significant and far-reaching effects on the facility and the overall budget variance of the agency.

Duties

As a Local Business Manager, some of the tasks you may be responsible for performing are:
Managing and administering a comprehensive program in accordance with agency policy, WACs, CBA, and laws which could look like:
+ Consulting with appointing authorities, managers, staff, supervisors, and HR regarding complex issues by gathering and analyzing facts to develop options and solutions
+ Developing new methods of viewing situations and approaching issues within ethical, legal and regulatory boundaries
+ Exercising discretion and judgment when providing consultation and advice and applying skills and knowledge to different situations
+ Providing accurate interpretation, verbally and in writing, of policies, regulations, rules, goods and services contracts and applicable collective bargaining agreement (CBA)
Planning, coordinating and administering efficient and effective business services including:
+ Consulting with Operational Leaders regarding business services and customer needs
+ Serving as a liaison to Headquarters Business and Budget units, ensuring that necessary information flows in a timely manner
+ Ensuring staff coordinate and collaborate with Headquarters Business Unit and subject experts as appropriate
+ Developing local business and warehouse procedures and practices
+ Identifying opportunities for efficiency and coordinate with Regional Business Manager as a means of sharing best practices
Budget Development and Expenditure Management
Prioritize, assign, and direct the work of business services staff promoting customer service.
Provide direct supervision and leadership to business office, payroll, incarcerated individual banking, purchasing and warehouse staff as they provide support services to employees, incarcerated individuals and facility staff.
Participates on teams, committees and task groups and ensures involvement of business staff members in same.
Qualifications
What we need (required qualifications):
High school diploma or equivalent
5 years professional accounting experience
3 years supervisory or lead worker experience dealing with issues such as coaching, mentoring, training, and corrective action
At least 18 quarter or 12 semester hours of educational classes in accounting - to include Acct 1/201, Acct 2/202 and Governmental accounting, OR the ability to obtain the listed credits and courses from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within the six months from date of hire
Professional level experience providing consultation and direction on most complex issues and questions in the areas of ethics, budgeting, accounting, purchasing, warehousing, interpretation of statutes, rules and regulations
Working knowledge of Microsoft Word and Excel in order to develop and/or maintain spreadsheets that includes, creating formulas and linking pages or workbooks
Working knowledge of governmental accounting and budgeting.
Ability to coach and mentor others
Working knowledge of the principles of procurement, delivery of goods, and warehousing
Ability to work in a fast-paced and changing environment.
What will make your application stand out (preferred qualifications):
Bachelor’s degree in professional accounting, Business Management, or related field with 18 quarter or 12 semester hours educational classes in accounting - to include Acct 1/201, Acct 2/202 and Governmental, auditing or budgeting from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA).
Working knowledge of governmental accounting and budgeting.
Working knowledge of local fund accounting, including financial statements, bank reconciliation and budgeting
Working knowledge of the principles of internal control.
Extensive working knowledge of Collective Bargaining Agreement articles related to compensation, leave and overtime
Working knowledge of AFRS, Enterprise Reporting (Fastrack) or AFRS Toolbox, and ATLAS
* Intermediate to advance abilities in Excel including the ability to develop and maintain spreadsheets, create complex formulas, and link cells from multiple pages or workbooks

Telework Details
This position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care of all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
