Recruiting for this role ends on 6/30/2026.
ROLE AND RESPONSIBILITIES
As a Total Rewards Benefits Operate Manager, you will lead work at the intersection of H&W benefits strategy, administration operations, and enabling technology. You'll help clients and internal teams translate benefits requirements into scalable platform capabilities—understanding what leading benefits administration providers can deliver, how HCM platforms connect to those ecosystems, and what it takes to drive successful implementation and ongoing operations. This will be achieved either through use of Deloitte's proprietary BenefitIQ technology or an HCM solution as appropriate.
You'll be accountable for delivering high-quality outcomes, managing teams and stakeholders, and shaping product-enabled solutions that improve member experience, administrative efficiency, and compliance-aligned execution.
Key Responsibilities:
- Lead delivery workstreams supporting BenefitsIQ-enabled H&W programs (e.g., discovery, solution design, implementation support, optimization, operations readiness).
- Translate H&W benefit requirements into administration-ready designs (eligibility, enrollment, life events, evidence of insurability, deductions, billing, vendor feeds, reporting).
- Partner with product and delivery teams to define and refine platform features, configuration standards, and repeatable assets.
- Advise on end-to-end H&W administration capabilities across traditional provider platforms (e.g., enrollment experience, rules engines, eligibility, communications, carrier connectivity).
- Guide decisions on vendor/platform fit based on client context, administrative complexity, and operating model needs.
- Support operational design including SOPs, roles/responsibilities, case management, escalations, controls, and service metrics.
- Demonstrate a working understanding of core HCM concepts and integration patterns (e.g., worker/benefit event data, payroll deductions, file-based vs API, inbound/outbound feeds).
- Communicate effectively with client stakeholders (HR, Total Rewards, HRIT, Payroll, vendors) and internal leadership.
- Contribute to proposals, estimates, delivery plans, status reporting, and risk/issue management.
- Drive continuous improvement, capturing lessons learned and turning them into reusable playbooks and product backlog items.
THE TEAM
Our Insights, Innovation & Operate Offering is designed to enhance key aspects of our clients' businesses by leveraging cutting-edge technology, data, and a blend of deep technical and human expertise. We innovate and deliver creative, industry-specific solutions that streamline operations and accelerate speed-to-value.

- 4+ years of experience creating project documents, status reports, analyses, or presentations using Microsoft Excel and Microsoft PowerPoint for client, stakeholder, or leadership audiences

Align your credentials to Deloitte's practice areas
Development Manager roles at Deloitte span technology consulting, human capital, and strategy practices. Tailor your resume to show delivery experience within a specific practice, since generalist project backgrounds get deprioritized in favor of domain-matched candidates.
Clarify sponsorship eligibility before final interviews
Deloitte's recruiting teams operate differently by practice and region. Raise your visa status early in the process, not after an offer, so the right internal team can assess sponsorship eligibility before you reach final-round negotiations.
Understand which visa category fits your citizenship
Australian citizens can pursue the E-3 visa, which has no lottery and processes faster than H-1B. Canadian and Mexican nationals may qualify for TN status. Knowing your pathway before applying helps you frame conversations with Deloitte's immigration team accurately.
Prepare for PERM timelines if Green Card is the goal
If you're targeting permanent residence, PERM labor certification through the DOL can take one to two years after filing. Development Managers with specialized delivery skills in high-demand practice areas tend to have stronger PERM documentation cases at large consulting firms.
Search Migrate Mate to find open Development Manager roles at Deloitte
Filtering by role and sponsor history on Migrate Mate surfaces active Development Manager postings at Deloitte that are open to visa sponsorship, saving you time spent sorting through roles where sponsorship isn't confirmed.
Request an H-1B transfer timeline from Deloitte's immigration team
If you're already on an H-1B with another employer, Deloitte can file a cap-exempt transfer petition, allowing you to start before USCIS issues final approval. Confirm this option explicitly during offer negotiation so your start date isn't tied to full adjudication.

Find Development Manager at Deloitte JobsFrequently Asked Questions
Does Deloitte sponsor H-1B visas for Development Managers?
Yes, Deloitte sponsors H-1B visas for Development Manager roles and has one of the most active sponsorship programs in the consulting sector. The company has dedicated immigration counsel that manages H-1B filings, cap-subject petitions, and transfers. If you're already on an H-1B, Deloitte can file a cap-exempt petition so you can begin work before USCIS completes adjudication.
How do I apply for Development Manager jobs at Deloitte?
Apply directly through Deloitte's careers portal, or browse open roles filtered by sponsorship eligibility on Migrate Mate. Development Manager postings at Deloitte are organized by practice area, so target the specific business unit where your delivery experience is strongest. Consulting, technology, and human capital each have distinct hiring cycles and team structures.
Which visa types does Deloitte commonly use for Development Manager roles?
Deloitte sponsors H-1B visas for most international Development Manager hires and files H-1B1 petitions for eligible Chilean and Singaporean nationals. Australian citizens can use the E-3 visa, which has a faster processing path and no lottery requirement. For longer-term immigration, Deloitte supports EB-2 and EB-3 Green Card sponsorship through the PERM labor certification process.
What qualifications does Deloitte expect for a Development Manager role?
Deloitte typically expects a bachelor's degree in a relevant field such as information systems, business, or engineering, along with demonstrated experience managing delivery teams or client-facing projects. For consulting-track roles, project management certifications and prior experience at a professional services firm strengthen your profile significantly. Practice-specific technical knowledge, such as Salesforce or SAP delivery experience, is often required rather than preferred.
How do I time my application to align with Deloitte's H-1B sponsorship process?
H-1B cap-subject petitions are filed in April for an October 1 start date, so target a Deloitte offer between January and March to allow enough lead time for internal approvals and USCIS lottery registration. If you're transferring from an existing H-1B employer, timing is more flexible. Deloitte's immigration team will coordinate filing once your offer is finalized, but delays in background checks or onboarding documentation can push start dates.
