The North Dakota Department of Mineral Resources (DMR) is looking for a Finance Manager, in Bismarck, ND.
This Finance Manager position is responsible for overseeing the daily accounting functions for DMR. In addition, this position will prepare and monitor legislative appropriation budgets, provide guidance to agency leadership relating to Fiscal policies and procedures, assist with preparing the Annual Comprehensive Financial Report, and work within the PeopleSoft financials module. Summary of Work
In this position you will oversee and manage the budgeting, accounting, finance, procurement and payroll functions, while leading and mentoring team staff, including:
Accounting functions of DMR
- Complete monthly reconciliations
- Authorize payments
- Monitor budgets and tracking spreadsheets
Legislative Appropriation and Budget Oversight
- Forecast prepare and monitor legislative appropriation budgets
- Prepare general fund reports (turn backs and cash certifications)
- Make appropriation adjustments and agency transfers
- Ensure funds are obligated for authorized purposes
Policy Guidance and Leadership
- Provide guidance to agency leadership on OMB Fiscal Policies, appropriations, compliance, and accounting procedures
- Participate as a member of the Senior Leadership Team
Financial Reporting and Analysis
- Oversee preparation of the Annual Comprehensive Financial Report
- Manage federal grant funding by submitting applications, fund requests, reporting and tracking
- Facilitate agency audits
- Oversee fraud risk reporting
Payroll and Cost Allocation
- Oversee all payroll, accounts receivable, accounts payable, and lease functions including general ledger correcting journal entries
Minimum Qualifications
To be considered for this position, you must have a bachelor's degree in accounting or finance and eight years of professional accounting work experience, including one year in a professional accounting supervisory capacity.

- Work Location: Onsite at the DMR Central Office Bismarck, ND
- Shift: Monday-Friday, 8:00 a.m. - 5:00 p.m. (flexible schedule options available)
- Hiring Range: $6,367 - $10,613 per month

You must have a solid understanding of accounting and finance operations.
