Duties and Responsibilities
Essential Duties and Responsibilities
The Assistant Director of Payroll is responsible for overseeing the daily operations of the payroll department, ensuring accurate and timely processing of payroll for all employees. This role assists the Director of Payroll in managing payroll staff, implementing payroll policies, and ensuring compliance with all applicable federal, state, and local laws. The Assistant Director will also collaborate with various departments to address payroll issues and continuously improve payroll systems and procedures.
Characteristic Duties and Responsibilities
- Assist in managing and overseeing the payroll team to ensure payroll is processed accurately, timely, and in compliance with applicable laws and regulations.
- Supervise and review the preparation, calculation, and distribution of payroll checks, direct deposits, tax withholdings, and deductions.
- Ensure payroll tax filings, including quarterly and year-end filings such as W-2 and 941, are completed accurately and on time.
- Support the implementation of payroll systems, upgrades, and process improvements to enhance efficiency.
- Work closely with Human Resources and other departments to manage payroll-related issues such as salary adjustments, employee benefits, and leave accrual payouts.
- Processing of all adjustment checks such as new hires, separation of employment, or errors corrected through payment
- Maintain up-to-date knowledge of payroll laws and regulations, ensuring the department’s compliance with federal, state, and local tax laws, wage and hour laws, and overtime provisions.
- Assist in preparing and managing the payroll budget and ensuring payroll expenses are tracked accurately.
- Prepare payments for vendors once payroll process has been completed
- Handle payroll discrepancies, disputes, and issues escalated by staff or employees in a timely and professional manner.
- Train, mentor, and provide guidance to payroll staff in their day-to-day operations, ensuring continuous professional development.
- Conduct audits of payroll records to ensure accuracy and compliance.
- Provide reports and analytics related to payroll data as requested by management.
- Review all Faculty Leave Reports and communicate any pending signautres or information to Department Chairs for accurate payroll processing
- Coordinate with Restricted Grants on any payroll changes to ensure grant compliance
- Provide support and perform duties of Director of Payroll in their absence
- Perform all other duties assigned by the Director of Payroll with the utmost confidentiality as most activities and transactions are of a sensitive and confidential nature.
Qualifications/Certifications/Licenses/Skills

Required:
- Bachelor's of Business Administration degree in Accounting from an accredited institution.
- Minimum of 5 years of work experience in a accounting related position with a private, public or governmental entity with at least 1 year in a supervisory or lead role.
- Strong understanding of federal, state, and local payroll tax laws and regulations.
- Certified Payroll Professional (CPP)

- Strong skills in the use of personal computer software such as Microsoft Office.
