DESCRIPTION
The Capital Program Manager supports the successful planning, design, and construction of capital projects across healthcare and academic facilities.
Reporting to the Director of Capital Planning within Planning, Design and Construction, this role strengthens program delivery, portfolio governance, and project controls while ensuring contractual, financial, and regulatory discipline across the capital program.
The Capital Program Manager partners closely with Project Managers, Project Coordinators, Healthcare Planners, procurement, finance, legal, clinical stakeholders, and external consultants to standardize processes, enhance reporting and visibility, mitigate risk, and improve overall capital delivery performance.
This position supports program-level oversight and provides the structure, reporting, and controls necessary to ensure projects are delivered on time, within budget, and aligned with organizational priorities.
Capital Program Delivery & Portfolio Oversight
- Support project administration activities including development of project scope documents, requests for proposals (RFPs), and other project-related documentation
- Coordinate communication and documentation associated with project design reviews, including engagement with property insurance representatives and other stakeholders
- Assist in developing and maintaining benchmarking metrics, key performance indicators (KPIs), departmental processes, and Planning, Design and Construction standards
- Coordinate portfolio-level reporting, dashboards, and executive presentations that provide visibility into project cost, schedule, risk, and performance
- Support operational initiatives designed to improve consistency, efficiency, and accountability across the capital program
Project Controls & Contract Administration
- Maintain an assigned portfolio of planning, design, and construction contracts while proactively managing key dates, renewals, and potential risk exposures
- Support project administration activities including scope development, bid coordination, contract execution, contract amendments, and project closeout
- Draft, review, negotiate, and administer contracts related to planning, design, engineering, construction, and professional services engagements
- Ensure contract documentation complies with healthcare regulatory requirements, insurance provisions, indemnification clauses, bonding requirements, and payment terms
- Coordinate contract review and approval processes with legal, procurement, compliance, finance, and project teams
- Administer change orders by validating scope modifications, cost impacts, and schedule adjustments while ensuring proper documentation and approvals
- Monitor consultant and contractor compliance with contractual obligations including project milestones, warranties, insurance coverage, and dispute resolution procedures
Reporting, Systems & Operational Support
- Maintain contract and project documentation within project management and contract management systems to ensure accuracy and audit readiness
- Provide training, templates, tools, and guidance to project teams regarding project controls, reporting standards, and contract administration practices
- Support departmental systems, reporting platforms, and web-based communications related to capital program activities
- Provide internal support for departmental technology systems and assist with troubleshooting IT-related operational needs
- Participate in departmental initiatives aimed at improving operational efficiency, reporting capabilities, and project delivery performance
Additional Duties as Assigned
Travel - Travel may be required to project sites or organizational facilities as necessary

MINIMUM REQUIRED QUALIFICATIONS
- Education - Bachelor's degree in Business Administration, Healthcare Administration, Accounting, Construction Management, Architecture, Engineering, Project Management, or related field
- Experience - Minimum five (5) years of progressively responsible experience supporting capital projects, project controls, contract administration, or related functions
- Experience in healthcare or similarly regulated environments preferred
KNOWLEDGE, SKILLS, AND ABILITIES (REQUIRED)
- Knowledge of capital project management practices, project controls, and contract administration processes
- Ability to support development and monitoring of project budgets, schedules, and performance metrics
- Strong organizational and analytical skills with the ability to manage multiple projects and priorities simultaneously
- Experience coordinating cross-functional teams including project managers, consultants, and operational stakeholders
- Strong written and verbal communication skills with the ability to prepare executive-level reports and presentations
- Ability to interpret contract terms, scope requirements, and compliance standards associated with construction and professional services agreements
- Strong problem-solving abilities and attention to detail in managing complex project documentation and reporting
PREFERRED QUALIFICATIONS
- Education - Master's degree in Business Administration (MBA), Healthcare Administration (MHA), Construction Management, Engineering, or related field
- Experience - Experience supporting capital planning, construction management, or project controls within complex healthcare environments; Experience supporting large-scale capital programs involving multiple projects and stakeholders
- Certification - Professional certifications such as Project Management Professional (PMP), Certified Construction Manager (CCM), Certified Associate in Project Management (CAPM), or Lean Six Sigma certification preferred but not required
KNOWLEDGE, SKILLS, AND ABILITIES (PREFERRED)
- Knowledge of construction project delivery models, capital budgeting, and project lifecycle management
- Familiarity with statistics, benchmarking methodologies, and business process improvement techniques
- Experience working within matrixed organizations involving cross-functional project teams
- Ability to develop reporting tools, dashboards, and program metrics to support project portfolio oversight
- Experience working with project management or capital planning systems
