Role Overview: The Civil Project Engineer will function as a Package Project Manager, representing the owner’s interests across assigned civil and architectural workstreams. This role emphasizes scope governance, technical coordination, and change control, ensuring alignment between design intent and construction execution. The position is oversight-focused and requires close collaboration with EPCM partners, design consultants, and construction contractors.
Key Responsibilities
- Serve as Package Project Manager for designated civil and architectural scopes
- Act as the single point of accountability for scope performance, including cost, schedule, and quality adherence
- Provide technical oversight across scope areas such as fireproofing systems, building envelope/exterior cladding, glazing systems, roofing assemblies, firestopping, and cold storage environments (preferred)
- Ensure scope definition, constructability, and execution readiness across all project phases
- Perform technical review and validation of change orders, ensuring alignment with contract documents, design intent, and field execution
- Interface with EPCM firms, A/E design partners, and general contractors to resolve design and execution issues
- Lead and participate in progress reviews, coordination meetings, and issue resolution workflows
- Monitor and enforce project controls related to scope, cost tracking, scheduling, and quality compliance
- Provide owner’s representation, focusing on governance, risk mitigation, and cross-functional coordination rather than direct field supervision
Required Qualifications & Experience
- Minimum 5+ years of experience in project engineering, construction management, or capital project delivery
- Demonstrated experience managing package scopes valued at $10M–$15M+
- Prior experience in an owner’s representative, PMC, or EPCM coordination role
- Proven ability to work within multi-disciplinary project environments involving civil, structural, and architectural scopes
- Experience collaborating with EPCM organizations, design consultants, and construction contractors
- Strong expertise in scope control, change management, and contract compliance
- Industry experience within pharmaceutical, life sciences, medical device, or chemical manufacturing environments preferred
- Solid understanding of regulated project environments (e.g., GMP/GxP considerations) is a plus
- Excellent stakeholder management, communication, and coordination skills
