Position Summary
The Finance Technician I performs routine clerical and technical accounting functions in support of accounts payable, accounts receivable, payroll, revenue processing, cash management, and financial recordkeeping. This is an entry-level accounting position responsible for maintaining accurate financial records, processing transactions, reconciling accounts, and ensuring compliance with fiscal policies and procedures.
Key Responsibilities
Accounting & Financial Operations
- Reconcile, analyze, and maintain accounting records, including:
- Cash receipts
- Registry funds
- Deposit funds
- Subsidiary ledgers
- Financial and fiscal records
- Review accounting transactions, financial documents, and calculations for accuracy and compliance.
- Track and maintain ledgers, journals, registers, and financial records.
- Prepare routine accounting reports, statements, and supporting documentation.
- Create queries and reports using PeopleSoft and Microsoft Excel.
Accounts Payable & Accounts Receivable
- Process invoices for payment of goods and services.
- Verify contract rates, terms, and payment accuracy.
- Process accounts payable, accounts receivable, and internal billing transactions.
- Ensure proper recording and reporting of transactions.
- Work with internal and external stakeholders to resolve payment issues and ensure timely payments.
Cash Management & Reconciliation
- Receive and prepare revenue deposits.
- Reconcile:
- Cash transactions
- Credit card transactions
- Bank statements
- Deposit records
- Prepare bank deposit slips.
- Allocate funds to appropriate accounts.
- Verify deposits against bank records.
- Maintain accountability for monetary transactions.
- Ensure adherence to internal controls regarding:
- Disbursement of funds
- Transfers
- Recording
- Financial reporting
Payroll Administration
- Verify employee time records.
- Process bi-weekly payroll accurately and on time.
- Process:
- Wage adjustments
- Salary adjustments
- Retroactive pay increases
- Vacation sell-backs
- Awards payments
- Education reimbursements
- Military differentials
- Process and remit employee benefit payments.
- Process year-end W-2 reporting.
- Ensure accurate tax withholding and deductions.
Garnishments & Special Payments
- Process:

- ACH returns and reversals
- Collection reimbursements
- Tax liens
- Reconcile wire transfers and payment requests.
Court & Legal Financial Processing
- Prepare financial documents and maintain court checkbooks.
- Audit:
- Cash logs
- Bankruptcy filings
- Payment applications
- Issue warrants and assess applicable fees.
- Interpret judges' orders.
- Verify legal documents for sufficiency.
- Process legal documents according to:
- Judicial orders
- Policies and procedures
- State statutes
- Review and process:
- Cash bond records
- Surety bond records
- Schedule bond return dates.
- Identify Non-Resident Violator Compact cases and validate non-compliance.
Customer Service & Stakeholder Support
- Respond to inquiries regarding:
- Account status
- Payments
- Check issuance
- Account balances
- Financial transactions
- Provide accounting information and assistance to internal and external stakeholders.
- Research and resolve routine discrepancies between accounting records and systems.
Compliance & Record Maintenance
- Maintain compliance with:
- Federal laws
- State laws
- Local regulations
- City policies and procedures
- Maintain accounting manuals and procedural documentation.
- Participate in financial studies and analysis activities.
Required Qualifications
Education
- High School Diploma or GED required.
Experience
- Minimum 1 year of experience in:
- Accounting
- Finance
- Payroll
- Bookkeeping
- Banking Operations
- Fiscal Administration
- Related financial field
Equivalent Experience
- Relevant work experience may substitute for education requirements.
