ROLE AND RESPONSIBILITIES
Why does the job exist?
This positions primary focus is on HR payroll, benefit analysis, and recruitment for the Children, Youth, and Families Department whose primary focus is on recruitment, payroll, and benefits for CYFD and any assigned agency. The Human Resources Generalist III is to apply advanced human resources principals and practices to facilitate the recruitment, hiring, processing payroll, and maintenance and monitoring of benefits for CYFD employees and recruitment for the agency. The payroll/benefits side of this role will have the incumbent working in collaboration with oversight agencies, such as SPO, DFA, GSD RMD, EBB and ERISA Administrative Services. The recruitment side of the role will work in collaboration with hiring managers through the life cycle of the recruitment process. The Human Resources Generalist III is responsible for reviewing and analyzing compensation actions ensuring proper alignment with internal comparisons and the organization's structure as well as ensuring that any inequities or discrepancies in compensation comparisons are addressed during the recruitment life cycle or as needed. They will also be responsible for processing payroll related documents and auditing processed entries as well as ensuring that any inequities or discrepancies in compensation and benefits are addressed. The Human Resources Generalist III position has the unique role of combining all HR payroll and benefit related functions with recruitment functions. The Human Resources Generalist III is also responsible for verifying job data, activating/inactivating/changing maintain time reporter, confirming/changing work-group and confirming task-group and task profile ID match, ASD reports, verify bargaining unit and FLSA status, activating deductions and verifying the payroll cycle. Duties include but are not limited to processing terminations/retirements/dismissals.

The role of the CYFD Payroll/Benefit Analyst for Division of the Office of the Secretary is to apply advanced human resources principles and practices to facilitate the processing of payroll and the maintenance and monitoring of benefits for CYFD employees. This position will partner with oversight agencies, such as SPO, DFA, GSD/RMD/EBB and ERISA Administrative Services. The Human Resources Generalist III is responsible for processing payroll related documents and auditing processed entries as well as ensuring that any inequities or discrepancies in compensation and benefits are addressed. The Human Resources Generalist III position has the unique role of combining all HR payroll and benefit related functions with all payroll and benefit related.
The Human Resources Generalist III is also responsible for verifying job data, activating/inactivating/changing maintain time reporter, confirming/changing work-group and confirming task-group and task profile ID match, ASD reports, verify bargaining unit and FLSA status, activating deductions and verifying the payroll cycle. Duties include but are not limited to processing terminations/retirements/dismissals and conducting time sheet and leave balances.
- Provide sound action processing, guidance, and information on federal and state law, SPB Rules and internal policies and procedures as required or requested.
- Provide and assist Management and employees with problem solving on complex HR assignments.
- Personnel file maintenance for new hires and position actions.
- Process and audit payroll and benefit actions.
- Work with DFA to ensure employees are paid properly.
- Ensure accuracy and completeness of data entry in the SHARE Human Capital Management System.
Recruitment - 50%
SHARE Recruitment - Process applicants in SHARE Talent Administrator to generate certified interview list and certifying applicants for hiring managers to interview.
- Enter hires and transfers through Manage Hires and via Recruitment Waivers.
- Create, analyze, correct and write HR recommendations on Compensation Action Request Forms (CARFs). Understand the practice of appropriate placement and the use of Comparable Spreadsheets and compa ratios for each of the divisions and departments within CYFD.
- Extending offers to selected candidates and coordinating their start date with the hiring manager.
- Track the entire recruitment process for every job order and position, whilst building strong relationships and lines of communication with Hiring Managers and deliver the highest level of customer service to everyone.
Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
