INTRODUCTION
Hill International is seeking a Project Controls Manager in Los Angeles, California.
ROLE AND RESPONSIBILITIES
- Ability to prepare a Master Schedule for Transit and highway types of projects and update it monthly if necessary.
- Provide professional guidance and support to project teams to help develop project WBS structures, budgets, resource forecasts, risk registers, progress reports and standardized reporting.
- Compile, monitor and report on project financial data, including but not limited to, planned spend, actual spend, estimate to complete, budget trends, project costs, etc.
- Attend and/or facilitate monthly project controls meetings with key project personnel.
- Perform data validation and quality checks on project expenses, invoices and reports.
- Review the design and/or construction schedules and make comments as necessary.
- Review the contractors schedule for accuracy, logic of activities.
- Manage contract amendment process, assist with preparing submittal documents, and collect and/or develop necessary inputs.
- Initiate and manage purchase orders.
- Change Management support.
- Create and manage change orders.
- Facilitate development of scope and cost documents across internal and external (subconsultant) project teams.
- Oversee change order submittal, negotiation, and approval processes.
- Perform commercial reviews of the financial impacts of project change orders as required.
- Develop budget/planned value of work based on contract scope of work.
- Determine the actual value of work completed by the project team based on milestones and objectives.
- Calculate the earned value of the physical work completed if needed.
- Perform variance analysis including schedule and cost variances using indices such as the schedule performance index (SPI) and cost performance index (CPI).
- Prepare ad-hoc reports for distribution.
- Network with project managers, engineers, invoices, and accounting teams to address project needs and resolve issues.
- Communicate with project controls teammates and collaborate as needed.
BASIC QUALIFICATIONS
- 10+ years of increasing responsibility roles within the engineering/project controls/program management industry, particularly transit and highway mega projects.
- Strong command of Excel.
- Strong with P6 Scheduling software.
- Experience with engineering projects preferred.
- Must have exceptional organizational skills.
- Must have excellent written and verbal communication skills.
- Ability to read and understand project schedules preferred.
- Experience with SharePoint preferred.
COMPENSATION
- The salary range for this position is $180,000 - $250,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
